Hoopla Changes August 2026

If you use the Hoopla app with your Eureka Public Library District card, you will experience some changes beginning August 1.

The library has been closely monitoring the sustainability of our Hoopla digital collection. We recognize and appreciate this is a valued service popular for instant checkouts and a broad selection. However, increased usage and costs, as well as limited funds for the service, do not allow the library to continue offering Hoopla under the same parameters it currently does.

Starting August 1, the library is reducing the number of Hoopla checkouts a cardholder can make each month to three (3) checkouts. In addition, you may notice a difference in titles available in Hoopla. Though patrons never see (or are charged) individual prices, Hoopla charges the library a fee each and every time a cardholder borrows or renews a title, and the fee for that single use varies depending on the title. In order to help extend available funds, the library has implemented item price caps, which remove some of the most expensive items offered to library card holders.

The difficulty with a pay-per-use model is that the more popular the service becomes, the harder it is to control the budget and the more expensive it is to maintain. Over the past 12 months, we’ve added 188 new users for a current total of 601 users. Eighty-nine percent of our users checked items out. There were 7,914 items checked out and/or renewed during the past 12 months. At an average cost of $2.17 per item, we are spending approximately $17,173 for this service under our current parameters. We expect the number of users to continue to grow. Thus, the number of checkouts and the cost will continue to grow as well.

By making this service more sustainable within the library budget and retaining equitable access to all cardholders, we hope these changes will allow the library to continue offering Hoopla for the foreseeable future. We understand the new limits may inconvenience some users. Please know this is not a decision we take lightly. Libraries nationwide are working diligently to balance costs and pricing models with the popularity of e-content. We expect these necessary adjustments will help us continue to manage costs responsibly while still providing all our cardholders with access to this valued resource.
Rest assured, a robust collection of all formats will still be available in Hoopla. In addition to Hoopla, cardholders can borrow ebook, audiobooks, and magazines through Libby (ADML/Overdrive); and ebooks and audiobooks are also available through the Palace Project and Tumblebooks. Movies are available through Kanopy. The changes noted above will not affect these services.
